Memorial United Methodist Church advocates a very democratic form of church government with decision-making in the hands of the laity (lay people). Memorial divides church government into two areas: ministry and administration. The Council on Ministries (COM) oversees the ministries of the church and the Administration Board (Ad Board) oversees church administration such as personnel, property and finances. The Pastor has oversight of the worship and programmatic life of the church and supervisor of the staff. The Church Conference is the ultimate authority for proposals referred to it by committees that relate to the Ad Board.
